    More detail would help here.
Are you still able to connect to the router without having to hard-reset it?
Can you ping or otherwise access internet hosts by IP address?

I assume you're doing this as part of setting up a static IP on your PC... personally I use the IP of the router as my primary DNS as far as setting up the connection in Windows goes... the router seems to know what to do with the requests.

A good thing to have a look at is:
(click) Start > Run > cmd
Then in the command window that opens, enter...
    ipconfig
You should have the routers IP address showing up as your default gateway here.

There's not much info to go on so far.

so what am i taking from where to set up a static IP first of all?

Well it looks like you've got the static IP right anyway.
You want to start with the IP and subnet mask of your router.
    192.168.1.254
    255.255.255.0 (I assume)
    Making the network address 192.168.1.x
Once you pick something for your PC in the range of 1 to 253, you can just replace x with it and use that.
The one you're using (.2) looks fine.

I'd say the problem is your DNS is getting screwed up somewhere along the way... possibly it's this "Ethernet adapter Network Bridge:" throwing a spanner in the works.
I'd open the properties of this network bridge (in 'My Network Places' / View network connections) and see if you can remove your 'Local Area Connection 2:' from it.

It's unclear to me at this stage whether 'Local Area Connection 2:' has its own DNS settings or whether it's using the one specified in the bridge (if any), I'm really not too well-up on these bridging connections windows seems to love setting up... but I know they've caused me problems in the past.

As I said, any time I've setup this stuff I've just told Windows to use the IP of the router as the DNS server (as far as its concerned) and it seems to handle it nicely.

You should try an ipconfig -all... should give a slightly clearer picture of who's using what DNS.

All I did as regards DNS when port forwarding was to put in the IP address of my main router. i.e. 192.168.1.1

Any DNS details configured there were automatically used by the program that needed PF enabled.

Well both are right... the 86.40. address would be your routers external, internet-facing, IP address assigned by your ISP... the 192.168 address is the separate, private, network that runs between the router and your PC.

    ^Pretty much.

Did you look at that other network bridge connection at all?

Well that's fine if it's the external IP that's changing... most ISPs will assign you a different IP address every time you (re)connect.
You often have to get a business DSL account to get a static IP address from them.
The 192.168.1.254 address is the one for your network to and from the router, so for the purposes of port forwarding, this is all you need worry about... and this definitely shouldn't be changing on its own.

Actually if you're using your external IP verbatim in port forwards, this might be the problem.
In my case, my router accepts the use of 0.0.0.0 as a kind of token for "whatever my external IP address happens to be at the time" or the address of the external interface.
    So 0.0.0.0 forwards to 192.168.1.2
Hmmm, do you have a link to the exact guide you were looking at?
