Ok here is my tale of woe.
Today we had a thunder storm and somehow  the modem on the pc got fried.
ok I have bb via wireless so the modem shouldnt have been conected to the phone line anyway (but thats another story)
I took out the modem all black and dead.(its not used anyway)
rebooted the machine and got bugger all.
well the hard drives spin, the processor fan spins the graphics card fan spins and another fan on mobo spins.
problem is that is as far as it goes no POSTor beeps.
anyone got any ideas as to how to get to the problem ?
I have taken out the ram and replaced it with some that I know is working.
No joy. That is as far as I can go.
Any suggestions would help. ( new mobo, processor, and ram?)
btw its a abit ic7 mobo
    p4 3.2
    1.5 gb pc2300 ram

Are their any other PCI cards in the PC try pulling those as well.

Also if you can try plugging the PSU from another PC into it & see if it works.

    Ok removed pci card (tv)
connected psu to other pc ( cables wouldnt reach from good pc)
it worked ok. so i can take it that this is ok (antec true 430p)
I cant check the ram on other pc (too old)
    Is it FUBAR?
Would insurance cover some of cost of new gear?
anybody got any experience with claiming?

Just to get this straight when you pulled the PCI card did the system boot without changing the PSU ?

Also you plugged in the PSU from the non-booting system into a working one & that powered on normally ?

Shot in the dark but did you put the offending modem back in place to see if it makes any difference?

You could also try resetting the BIOS.

Looks like your telephone line was subjected to a lightning surge! Bad news unless there was some sort of surge protection on the modem card. Can you detect any burning/smell on the mobo? Chances are good that the board is fried.... A post card would be handy here!

no smell from mobo although case is blackned where flash from modem was!
dont recon any surge protection on modem.
    Rang insurance company this am.
Said I would have to pay excess €125. and some company would contact me to assess the cost of replacing parts.
will let you know how it goes.
