    About time.
    BRUSSELS (AFX) - The European Commission said it has sent Ireland a letter of formal notice, the first stage in legal proceedings, requesting its observations on the exemption of the Irish Voluntary Health Insurance Board (VHI) from certain EU rules on non-life insurance.

    The commission said it has received a complaint alleging that the VHI is active in the insurance market unlawfully, as it is not subject to the EU's first non-life insurance directive.

    Ireland now has a month to reply to the commission's letter, after which the commission can either close the case, or, if the response is unsatisfactory, issue a 'reasoned opinion', formally calling on the Irish government to amend the relevant legislation.

    They can't run with the hare and hunt with the hound.
