    can anyone recommend good sites to help with developing php sites

    I've always found www.php.net to be one of the best for function reference and code examples. You will need at least a little experience with actually writing php.

    W3Schools have a good primer on PHP (as well as almost every other web language).

    +1 for W3Schools as a primer. Also have a look at www.phpbuilder.com and make sure you've gone through www.securephpwiki.com before you put anything up somewhere public.
