Draft from ceiling lights - is this normal?

    When fixing a light fitting today, I noticed a cold draught from the hole in the ceiling cavity where the electric cables come through. Is this normal and where would it be coming from? It's a new house.

    An ordnary ceiling pendant. The first floor is above it.
