    Maybe, when the flap is closed air between both manifold bores cannot mix. And when it is open it is allowed to mix. This may have some bearing on engine performance at different speeds due the nature of the intake air flow. Something to similar to the ram air effect? I'm simply guessing - there are few BMW experts here that may be more specific.
