    The European Commission's target that broadband should be available to at least 90 percent
    of the population by 2010 does not go far enough, says the institution which represents EU
    local governments. The European Union's Committee of the Regions (CoR) adopted a report
    by Liberals and Democrats for Europe member Luciano Caveri which says broadband access
    at affordable rates should be as easily available as drinking water throughout Europe. Caveri
    aid Europe should back public intervention, if necessary, to ensure 100 percent of citizens
    benefit from the internet. "The other 10 percent could represent the exclusion of entire
    low-population-density areas", he said. His report, which favours the use of EU
    structural funds alongside private investment, to roll out infrastructure, was in
    response to consultation by the European Commission on proposals to bridge the
    broadband gap and accelerate internet use by public institutions.
