Filling Loop missing a valve?

    I want to drain my gas central heating system (sealed). I've located the filling loop (braided metal hose) in the hot press but am a little confused by it.

    Firstly, only one end of the filling loop actually has a open/close valve on it. Where I would expect to find the open/close valve on the other end is a small hexagonal headed bolt. I've tried loosening the bolt but the water just comes out into the hotpress. Shouldn't both ends have an open close valve?

    Secondly, the end that has the valve has been left open. Shouldn't this be closed to avoid over pressurising the system?

    What's the purpose of the bolt in the end without the valve lever?
