ntl traffic shaping/blocking ports?

Has anyone experienced some slow downs with ntl lately? my emule started acting up, I changed ports and it's still says "ports unreachable" and constantly drops connections.

No I have not received such letters in a while, although that is most likely because my torrenting is so crippled that it is impossible for me even to approach the cap.
