Changeover time from one provider to another?

Im thinking about moving from netsource to BT and according to BT it will only take 5 mins to changeover to them once I give them 2 weeks notice. Is this true? Also is the newsgroup port 119 open on BT? (or is there any ports that work fine with newsgroup providers). Any info would be great.
