How can one tell the country of origin of an IP address or how do websites know to which version of their site to redirect you?

IPs are alloted in blocks to providers - most of them are geographically based.
It's why sometimes a UTV Internet subscriber will come up as the UK.

This sort of page lets you lookup an IP.
