Buying a domain, abcklinks deleted?

Hi, I was thinking about buying a high pr domain but i have been told that when the whois information is changed google dis-regards all the current backlinks and you go back down to pr 0. Is this true? And would the site recover quickly? So is it worth buying?

I'm not 100% sure about how true that would be in the case of a live domain. It can definitely happen with domains that you dropcatch ie. domains that aren't renewed and you pick up as they become available
