Drop down menus

I have a load of links on my site to different sections of the site and am thinkinf of implementing a drop down menu type thing, which is the best route to go, flash or javascript??

very nice CSS driven drop down menus, very nice for screen readers too as it uses semantic markup. Doesnt require javascript either
