Bathroom Paint Problem ???

My Bathroom was originally painted with Bathroom Paint and I repainted over it with Vinyl Silk. But now I notice anywhere the steam has hit it its blistering !!! If I repaint directly over the vinyl silk again with Bathroom Paint, will it solve my problem? Your help appreciated !!

it should do but you ned to remove any poorly adhering previous coats and you'll possibly need to fill and spot prime where the paintwork is back to bare plaster.
