A VPN is tunnel through the internet from one office to another.

You can have a VPN using broadband across the internet.

What you need to find out is how he already connecting to the internet from both offices?

Is he using a Hardware Firewall or Router?

How many users in each office? (This is more for a cost estimate than anything else)
he just wants to be able to see certain reports on the 2 different offices
    Email them?

You can setup a VPN with just software on both sides its easy enough to implement too. if however the offices have a number of staff in them and they currently dont have a hardware firewall/Router then I would look at getting a Sonicwall
