You don't need a skype "phone" most of these are just USB soundcards in a handset shape. Check out Skype with microphone stalk plugged in. About 5 Euro.

Making real calls in/out is not free. Some CPS are nearly as cheap and quality can be poor. Skype is best for free PC to PC text, files and talk with optional web cam.

Try out before investing in anything.

Only a couple of "phone handsets" are true Skype handsets that work when no PC is running. The rest are rip off handset shaped sound cards that really add nothing a PC + Sound card and €8 headset / mic won't do.

I use an ordinary Mobile phone Bluetooth headset about €17 out of Argos for Skype. Newer PC/Laptop may have bluetooth built in. If not a USB bluetooth "dongle" is about €14 in Argos.

I also find the built in mic and speakers on the laptop are fine as long as I lean toward mic and don't have speakers too loud, otherwise the other person gets an echo.

SIP based VOIP is a generally better/ more reliable option for calls to/from regular phones via broadband than Skype. See here http://www.boards.ie/vbulletin/forumdisplay.php?f=542

Voip is definitley cheaper, no matter which service you use. Quality is another story: some people barely notice the diffference and some can't stand it. Try a free trial from http://www.voipbuster.com/ or http://www.jajah.com/ before making up your mind.
