How are surplus votes allocated?

    A question from a novice when it comes to election counts...

    If a candidate is elected with a surplus of, say, 300 votes, then how is it decided which 300 of the candidates ballot papers are used to distribute to the number 2's. Is it random selection?

    Yes, they would pick 300 randomly from the pool of votes for that canditate.

    Would it not be fairer or more representative to count all of the number 2's from that candidate and calculate an average?

    This is more or less what they do if candidate is elected on 1st count.
    On subsequent counts, a sample is taken of the last ballots received (ie transferred to him on the previous count- )
