Cyclist Memorial

There's a stone memorial to some cyclist along the route out of Enniskerry towards the Sally Gap just past the Powerscourt Waterfall. I think the first name of the guy might be Ian, and it says he is an Olympic cyclist. Anyone know who he is?

I think that's the one to Liam Horner, who was a member of Bray Wheelers as far as I can recall.
