"The army say the dead were pro-Taleban rebels, killed when a bomb being made at their base exploded prematurely"

This is how you create terrorists.. and yes I do know all about those Madrassas.
Blow them up, lie about it, shortterm gain. Idiots.

Well the West is consistently blaming them on helping the Taleban, so they have to do something.

Fire missiles at problem.. its the same as the US does.. terrorism? fire missiles at it.. drugs? fire missiles at columbian peasants.. etc, etc. How about they don't use missiles and just go in and arrest these human beings, kids, students, etc.

This would be a good idea, but the best way to be seen to be doing something is to blow something up. At least then then they can claim to the West there trying to do something, or maybe they did it on purpose to show how hard it is to do something without killing civilians. Either way, The Pakistani military is running the country so it should be not surprise there first instinct is to blow people up.

can you have terrorists in miltary dictatorship?

When you have a uniform on apparently its not terrorism, but rather "collateral damage", perhaps the single most disgusting term used by military today.

However, yes strikes on civilians should be considered terrorism, but we know as long as your in a uniform you can get away with it.

All the time. Pakistan suffers at the hands of militant exremism and suicide bombings far far more frequently and (in terms of bodycount) more seriously than its Western Allies.
