Encoding Russian feedback form?

I've been asked to look into a feedback form from a russian site sometimes sends emails to their address all funny characters and sometimes it's fine. Any thoughts on how to properly handle non standard characters? and any encoding I should be doing? The email is sent using php if that helps.
