I have about 12 machines running off a windows 2003 r2 server. Is there a way I can restrict Internet access that would lets say block the likes of google or yahoo chat and maybe streaming radio but allow email and web browsing? All help greatly appreciated

Yes easily lots of different solutions out available

I would suggest you look at SurfControl, very easy to configure. No idea of cost.
