Lining paper query!

Hi, I want to paint a bedroom in my house. Previously the lining paper was painted on & a childs boarder was also pasted on. When I removed the boarder it has left marks in the lining paper. Can I fill in the marks with polyfiller or something similar? Or to get a smooth finish do I need to replace all the lining paper?…
