Does anyone know of a Windows based Transparent Proxy. Or any packet redirection util I can use on a desktop?

Hmm, dunno about transparent proxy, but you could use squid as a non-transparent one. For a good packet redirection setup, use BSD pf. You'll need a bsd box though. :)

You can set up squid as a transparent proxy on Unix-likes, but I'm not sure about the Windows edition. Might be worth having a look through the docs.
