Hi im not sure if this is the right place to ask but i want to create a subscription service for mobile phones were people pay money by texting a number and recieve videos files .How do i find someone to set this up?who should i contact?Any help would be really appreciated

Call a mobile provider about setting up a premium number.

The download could be a key sent in a text so they can access a file on ur service using 3G... use your imagination.
