VRT Category B Criteria?

So we've all seen X5's and Lexus 4x4's converted to Commercial Vehicles, and registered as such, but what exactly is the criteria that has to be met? I'm aware you must have no rear seats, and black non-transparent glass, but does the load area have to be a certain size? Does anyone have a link to a set criteria?
