However, a draft of the long-awaited overhaul says: “Incumbent operators remain dominant on many markets, in particular in the area of fixed telephony and in most countries also in broadband.”
Her proposals say that broadband subscriptions in the EU are catching up with and even surpassing those in the EU’s big trading partners. Nearly three in 10 European households use broadband.
Despite this, action is needed to ensure that new monopolies are not created, and that incentives remain for investment, Ms Reding claims

Not sure how this helps to be honest. All that the consumer needs is equal access and a comprehensive network which in this country is the job of comreg to enforce. Oh yeah I get it now! :o;)

I dunno how other markets are, but here eircoms persistant buggering about to hold onto market share (with comregs help) has proberly meant we have a more diverce telecoms market than we could have guessed would exist 5 years ago.

It is precisely because Comreg and some other regulators are such a complete pack of tossers that Incumbent or SMP Operator regulation will be hived out to the new EU super regulator that the Commission will also create.

That then gives us a golden opportunity to abolish Comreg and to create something more efficient in its place . Ireland does not owe them a living , they are an abject failure and an embarrassment to us all, and thats me being kind.

B&B have put a "Split Proposal" to Dept...
    http://www.theregister.co.uk/2007/10/08/eircom_split_submission/

Sell off the staff /customer intensive bit (= high outgoings low margin & CPS + Bitstream reseller competition) and keep the monopoly Network part.

Will they still give preference to Eircom after the split?

Nothing new in this lads. I expect you've read the program for government and also possibly saw earlier threads on Babcocks plans?
