    It is believed by who? The reporter? The Iraqis? Was an official announcement made to that effect? However, even if true, that is far from acting as a provocateur by planting bombs.

    Why not? There's an old phrase which says 'Better to have and not need, than need and not have.' If they ended up in a firefight, why not have a rocket launcher along? They can be quite handy. I certainly carried more than I expected to use, you just never know.
