VRT query re saftey equitment

    When the goverment apply the VRT on a car is any allowances made for saftey kit. Another words from what I hear the spec on the same car here compared to the UK is less so as to keep the market entry price down. While a pain we are told again and again if VRT was not in place it would be added on some where else. But what I am wondering is any allowance made on VRT so manufactures can put safety kit in like ESP/ABS etc without penalising them ie:without the goverment wacking on their 30/35% vrt cost on top of what ever it cost the manufacture to install it
