Anti Social Tenant Behaviour / RAS

    Hi - hope someone out there can advise on this.

    A house on our road has been rented to a very anti-social tenant. We have been able to establish that the house is rented out via the RAS scheme.

    However, on contacting the Co Council, who administer the RAS scheme, they say they landlord is responsible and to contact him.

    Any advice on who is the correct person to deal with this? Co Council or Landlord?

    Hi appreciate any advice.

    We have had very anti social tenants move into a house on our road which is let via the RAS scheme. (All night partying, broken windows, drunken fights, confirmed drug dealing, intimidation of other residents, the list goes on...)

    We've tried contacting the Co Council who administer the scheme, but they say we have to get in touch with the landlord as its his problem.

    Is this correct? And how can we find out who the landlord is?

    They are a huge goverment association and really would not have the power to help citizens.

    I take it you mean the Rental Accommodation Scheme.
    A house on our road has been rented to a very anti-social tenant.
    You don't say what type of behaviour. If this behaviour extends onto the public area, consider also talking to the Garda. If it is noise, you can make a noise pollution complaint.
    However, on contacting the Co Council, who administer the RAS scheme, they say they landlord is responsible and to contact him.
    The general principle is that a landlord is responsible to third parties for the behaviour of his tenants.
    Any advice on who is the correct person to deal with this? Co Council or Landlord?
    The council is merely financing part of the rent.

    Talk to the PRTB (or the council) about getting the landlords details, explaining the situation.

    Thank you! What would I need for the PRTB, just the address of the house?

    PS - would "partygoers" spilling out of the house at 4/5 in the morning, running up and down the street, drinking and/or fighting be considered "public areas"?

    I would definitely call the gardai if this happens. May or may not help, but get it on record.

    Thanks for your replies.

    We got a result after all. The Council must have got a lot of complaints because the tenant was called into the Council offices the other day and told out straight that if even one more complaint was received about them, they would be evicted from the property, and removed from the housing list.

    Also, the tenant was told to knock on our doors and apologise for their behaviour! (Which they did :eek: ).

    First weekend without disturbance! please God it lasts.

    Great result, glad it is working out.

    It seems that it's better to contact the CC and NOT the landlord in this instance . If you had only contacted the landlord I would doubt you'd be singing a happy song. Lets face it, a landlord cannot keep an eye on the tenant every second of the day. If the tenant is going to be responsible and respect his own neighbors its doubtful hes gonna respect a landlord.
