    Hi,

    friend is starting college as mature student full time in a masters course and is from romania.

    she is here for the last month

    is she entitled to any grant?

    Hey coreilly1,

    For foreign students who arrive in Ireland (and thus aren't here for last October the 1st, which is the residency requirement) they are only entitled to the fees to be paid for them, if they adhere to the income limts and all that jazz. As for whether your friend is entitled to anything, it's a bit complicated due to Romania being a new accession state in the EU. To be honest, I don't know that much but tell her to contact her local Council or VEC in order to enquire more about this.
