    is a landlord responsible for his tennants if they are a nuisance to neighbours ie parties, antisocial behaviour, noise etc or must action by taken against the tennants despite noone knowning who there are.

    A landlord is responsible for his tenants to third parties.

    You can make the complaint against either, but the landlord can't claim "It has nothing to do with me, talk to the tenants".

    In fairness, talk to the tenants and explain the situation.
