No income tax law in America?

    I've done a small amount of research into this and im wondering is it true that America never legally ratified their income tax law with a 3/4's majority of states so you do not need to pay income tax in America? The president at the time claimed 38 out of 48 states ratified the amendment however 2 of those states never had a referendum another state never sent in the results and every one of the other states changed the original document to suit themselves so that the income tax law never was legally ratified. Just wondering if anyone knows anything to the contrary?
