Just heard Ronnie Drew recite this text/poem over some music.
He said about it in an innterview:

"I find it as a duty to Deirdre to continue on doing as best I can. Recently I made a single but it was recitations. I did one with Hugh Buckley. I played his music and a poem written by his uncle, and then Niall Austin, a guy I know, asked me to recite a thing called The Tail End of the Hurricane, it's a kind of poetic long comment in a way, and I did that under music from a band called Grand Canal."

Wondering if anybody knows who wrote it, if it's in print and/or has the text at hand ? I found it rather nice.
