    The European Commission is preparing policies to address the growing divide in broadband penetration among EU member states. In its latest report on broadband growth in the EU, the EC highlighted the large difference between the country with the highest broadband penetration, Denmark with 37.2 percent, and the member state with the lowest broadband use, Bulgaria at 5.7 percent of the population. The EU average as of the start of July was 18.2 percent of residents with broadband, versus 14.9 percent a year ago. According to the commission, the main reason for the broadband divide is the lack of significant alternative infrastructures in some member states or the need for a more consistent and speedy application of existing regulatory remedies. Improving access to broadband services across the EU will form part of the commission's proposals for reforming the Telecom Regulatory Framework, to be presented in mid-November.

    well we do not want another farce liek Functional Internet Access.

    Functional Internet Access became a right for all eircom customers in June 2003 , 4 years ago.

    Comreg promptly decided that the 2.4k minimum data rate that applied from 1997-2003 would be too onerous for Irish copper.


    They therefore decided the Internet was functional at 0k .

    A minimum bit rate for all is required. Nothing less than 512k will do.

    (Contention is NOT number sharing/connected, as per Mobile Wireless limits but based on maximum number of users subscribed to the shared medium divided into total bandwidth).

    Only allowed to call Satellite, 3G/HSDPA, Ripwave etc "Always on Internet" as in reality these are poorer than 2ch ISDN which is offically "Narrowband", also none of those meet my lesser than Sponge Bob's criterion.
