I'm developing a site for a client who wants to keep an on-site blog. What's the best way to approach this: Integrate the site with the likes of blogger.com or give her wordpress or something similar?

I'd go with a third party package that you can customise the template of so that it keeps in styling with the rest of the site. Little worse than going to an "official blog" that is completely and utterly differently styled from the rest of the site, IMO.

Yeah, it would be my prefered choice but I just want to get a feel for what is the general approach to this. I know blogger.com can be customised but I suppose it would be a cleaner approach to have it all contained within the one site.

Wordpress can be skinned easily - have a look at our blog here - http://blog.register365.com/ - you'd never know you'd left the site at all.

I'd rather not use wordpress. I am thinking of using joomla* as the CMS solution for the site. Can anybody recommend a joomla blog plugin?

If you are looking at CMS solutions I'd recommend www.modx.com it has a blog plugin also.
