What about used cars without CO2 emission data?

So what happens if someone imports a car from Japan or anywhere with no official/independent CO2 emission data (such as a Toyota Will or any of many weird Japanese cars out there) after July 1st? What will their VRT/Tax be based on? Is that another hole in Gormley's insane proposal or is there privisions for that?
