Rent Deposit Back when given a council house

Hi, a friend of mine has been told she has a got a council house, is she entitled to get her rent deposit back from her landlord, her lease ends at the end of this week and she will be moving in to her new council house then.

she is unless there is damage done to the property by the friend... normal wear and tear like dull paint is expected and is the landlords issue... id reccomend giving the house a good cleaning.
