Found a starved puppy today

I found a cute little puppy today. He's about 3/4 months old but who ever owned him starved him. Iv picked him up and i can feel his bones. He's far to thin. I dont understand how anyone can do this to an innocent creature. I don't know what to do. I have a fair idea who owns him. But if i try and approach him he'l…

I dont understand how anyone can do this to an innocent creature. I don't know what to do. I have a fair idea who owns him. But if i try and approach him he'l probably lie and say the dog isn't his. He obviously hates him enough not to feed him. He probably won't want him back. I wouldn't want to give him back anyways. But i can't keep him either. I already have a dog. What can i do?
