Yes a more cultured and musically gifted version of O'Doherty (though his lack of musical ability is akin to Tommy Cooper's lack of magical ability). But is he funnier? No way in my opinion. Another comedy light musical act who won't accept that vaudeville died many many decades ago. Bill Bailey is how to do comedy when you are musically gifted, Minchin is the opposite in my opinion.
