Someone signs up for A TV channell package and pays on the understanding they will have it by a certain date. They don't and subsequent promises to connect are broken. They are entitled to cancel and a full refund yes? Thanks

I think they are, since the seller or provider didn't adhere to the conditions they set out.

I would say yes you are, the contract details provision of x package on x date, if that cannot be provided that contract is void and a new one needs to be drawn up.
