My father is looking at getting a garmin gps with bluetooth and wants to know that if wants to have a private conversation on it with someone in the car can he plug in the headphones to the unit and only he then can hear the other person talking?

I'd suggest he plugs the headphones to the phone instead, or even buy a bluetooth headphone.

You certainly can with a bluetooth headset.
Should also work with headphones. Does the unit have a microphone?

But does it have a microphone? I presume that if you can do hansfree bluetooth calls, it must have a microphone.

Mic is built into the bottom left hand side of the unit
