Debit card fraud

My brother (17) life in the UK was contacted last week from a company claiming to be O2 saying they had reduced the price on his insurance and would apply it to his account. He was asked to confirm his debit card details which he did....
    1st transaction - £79.99
    2nd - £79.99
    3rd - £39.99

All from a weird name company in Wales (he has never been to Wales before) He rings the bank and tells them this, knowing this would he be eligible for a refund?
I have experience working with credit cards and know that the only time money is refunded is if they prove that they aren't chip & pin trxns. Not too sure if the same applies to this knowing he gave his account details to a stranger.
Any idea or thoughts would be greatly appreciated.

Has he blocked the card? If not he should do it ASAP.

In fairness he shouldn't have given the details out over the phone. They'll look into it, and may be able to reclaim it.
