Problem with local supermarket: noise, litter & access blocked

Hi folks, I'm looking for some advice, apologies for the long-winded post.

I live in a residential area close (40 to 50m) to a small but busy supermarket which has undergone some expansion in recent months. There are a few problems associated with both the expansion and running of the supermarket.

    1. During the expansion, the supermarket has started using an adjacent lane to store some of their unused equipment and building materials and waste. By using this lane, they are blocking access to the lane which runs behind my house, which is presumably a fire hazard. Who should I contact to get them to free up access to the lane again? Is it DCC Roads & Traffic Dept or the Fire Dept (if there is such a thing).?

    2. An offshoot of the success of the supermarket is increased waste. Some of their waste is unsecured overnight, and on a daily basis I have to pick up litter from my garden, which is extremely irritating. This happens to gardens on both sides of the street, both up and down my street.

    3. Part of their waste collection happens at night time, usually close to midnight or later. This involves a certain amount of noise when the skips are lifted, not ideal in a residential area. There are several small children with bedrooms facing onto the street and although my kids are unaffected, I get disturbed by the noise. I know other neighbours who have the same experience .

    4. The waste from the supermarket occupies an area both on the street and on the footpath.

I'm really keen to restore the area to its former peaceful state. I have spoken/emailed several times to the owner of the supermarket in question, but I do not want to come across as the eternal whinger, so I'd like to get the relevant authorities involved.

The owner acknowledged that the litter on the street is partly his responsibility, and in fairness he organised some staff to clean the gardens before Christmas. This happened once. All of his communication was verbal, whereas I had emailed and spoken to him.

The traffic on the street has increased substantially, and because there is disk parking on both sides and because the street is two-way, there is frequent gridlock. I've written to Dublin City Council Roads & Traffic Dept. with a request to consider one-way system.

Any advice would be great, particularly with respect to the litter and blocking.

It has become a real issue with me and I'm getting stressed.

    Thanks

The litter issue can be reported to the litter warden of your local authority. Fines range from €150 per item and up.

For the blockage, certainly contact the fire dept, and also the local authority.

You should also contact your local public representatives (TDs, councillors etc) and voice your issues. They can help you when dealing with DCC or whoever.

Who owns the lane? If its the council, a complaint to litter warden, roads, fire or planning enforcement departments might be useful.

Litter warden and planning enforcement. This just should not happen.

Environment department - noise complaint. You could invest €1 is some foam earplugs from you local pharmacy - most people find them very effective.
    4. The waste from the supermarket occupies an area both on the street and on the footpath.
Do you mean they are storing waste on the footpath? Litter warden and ask the council local area office if there is a public domain officer for your area.

You might also mention it to the local garda, if this is in part caused by illegal parking. The amount of or charge for parking could be altered fairly easily.
