Is there a difference if selling (privately) to someone in Ireland?

I asked at the VRT office (was in to enquire about importing one) and the youngish guy said to "fill in the last page of the logbook and the buyer will send it back when he registers it in UK" - huh? Thought logbooks went out way back when??
