Something wrong with BT?

Im on BB 3mb line and everything looks ok here... but when i try download or even look at webpages my Download speed is 12kbs and stays with way till about 2am were it goes back up to 230kbs 3mb is ment to be 24:1 ratio is it that bad that it reduces download speeds to 12kb all day? its not worth the money if its true.
