a billion a year for 12 years to combat global warming?

    I only caught the headlines that in some shape or form the taxpayer will be forking out 1bn a year for a 12 year period to cut carbon emissions. Any idea what it will be spent on? I'm hoping it won't be pissed away of carbon credits or such nonsense. Given that 12bn could buy a decent Luas network or a shed load of off shore wind farms will there be any vision attached to it or will it end up being a fund for pork barrel projects
