Camera on R148 approaching M4 - is it a speed camera?

    There is a fixed camera I pass twice a day and I was wondering has anyone else noticed it and do they know if it's a speed camera or something else?

    It looks like a security camera but is facing oncoming traffic.

    Location: As you're travelling along the R148 (old N4) from Enfield to Kilcock and approaching the large roundabout that adjoins the motorway. You go past a sign "Motorway Ahead 2km" and then there is a slip road leading to Kilcock. The camera is mounted on a pole facing traffic on the left hand side of the road. There is a disused digital display and a signpost advertising CKR FM nearby.

    Could it be a motion sensor for the disused display?
