    Is there an Irish Internet Service provider that will also permit internet access in other European countries, France especially but also Germany, without costing a fortune?

    not really.
    Mobile phone companies are poor ISPs. Roaming charges are high.
    Some Vodaphone contracts can cover other countries and some 3 can. But 3G/HSDPA can be as poor as ISDN or Dialup.

    If you are using 2 or 3 fixed addresses, then fixed DSL can work out cheaper. Hotels mostly have WiFi. Some free some charge. There are also WiFi roaming contracts.

    FWIW all over France McDonalds have free WiFI.
    Also the French are not so quick to rush you out of cafes/restaurants after you have eaten, so buy something have a long coffee and surf for free for a while.
