Enforcing of bandwidth...?

Hi there, I'm new to the board and I was just wondering something. I am currently on Eircom and I am aware that they don't really enforce the bandwidth limits. I was wondering are there any other ISPs in Dublin that do this, but I want to be able to get speeds like 8megs at a reasonable price. Any help appreciated. Thanks…
