Growing bonsai from seed

Hi, I'm growing a bonsai from seed . I planted it in early summer and it grew fairly quickly to about 5 cm by the beginning of September. That's where it's stopped. Is that just because it's cooler? Or should I be thinking about re-potting or changing the soil to get it growing again? Thanks in advance if anybody has any…
